Puzzle #13: File a Complaint

I like to think I don't shy away from taking a stand on hot-button issues on this here blog. But the theme of today's crossword (pdf, puz, pdf solution) is so controversial, so divisive that I feel I must remain neutral. That means that wherever you happen to stand on this particular issue, you'll probably be infuriated by exactly half of the theme entries - but hopefully you enjoy it anyway.

    I hate to nitpick on a fun puzzle - and I'm really liking your work - but should the clue for 7D point toward "25-Across"?
